THE LEGALIZATION OF CANNABIS FROM A COMPARATIVE PERSPECTIVE BETWEEN ANGOLA AND GERMANY IN THE ROMANO-GERMANIC LEGAL SYSTEM

Abstract

This article analyzes the legalization of cannabis from a comparative perspective between Angola and Germany, two countries that share the Romano-Germanic legal system. The research addresses the legal, social, and economic aspects of legalization, highlighting the similarities and differences in the approaches of both national contexts. A qualitative methodology was employed, based on a literature review of legislation, legal doctrine, and case studies, as well as interviews with experts in the fields of law and health. The study aims to understand the impacts of legalization on combating the illegal market, improving public health services, and emerging legal challenges. The findings indicate that Germany, with a more consolidated legal framework, may serve as a reference for Angola, where legislation on the subject is still under development. The study concludes with a call for an in-depth debate on the benefits and risks of legalization, taking into account the legal and social specificities of each country.
